The flaw is the idea that it would need to be maintained at current levels. :p However, that aside, its annual expenditure in GDP terms makes sense to me. Don't see much of an argument on his part. As physiocrat said, owners will just taper down their investments after a one off hit. Secondly, he'd need to actually demonstrate that the high rates on paper translated meant higher effective tax rates. Absent that, he's at square one.
